Advisory Committee Ranking and Authorization for the Chief Procurement Officer to Execute a Contract for Demolition Services and Site Reconstruction 'Round Building' - 455 South Orange Avenue, Orlando, Florida, RFP14-0239

Summary:

A Request for Proposal (RFP) was issued May 22, 2014 to select a qualified firm to provide demolition services and site reconstruction for the Round Building located at 455 South Orange Avenue.  Five (5) responses were received and two (2) were deemed non-responsive. 

The Advisory Committee is comprised of the following individuals:

Paul Bough, Chair, URS Corp, DPAC Project Manager (subconsultant to Orlando Community)
Janeiro Coulter, Comm. Venue Spec., Project Manager, Venues, City of Orlando
Adam Scobby, Project Manager, CID, Public Works Department, City of Orlando
Clint Jackson, DPAC Project Manager, PCL Corp. (Consultant to the City)
Dan Dashtaki, Environmental Manager, Wastewater Division, City of Orlando

Based on the information presented in the Proposals, presentations and the evaluation criteria set forth in the RFP, the Advisory Committee ranked the firms in the following order:

Crusader Contracting Inc. has agreed to meet the City of Orlando's goals of 18% MBE and 6% WBE participation.  Crusader Contracting Inc. M/WBE Participation Plan for this project is as follows:

Central Hauling & Excavating MBE 15% Trucking, equipment transport, demolition, backfill
Power Engineering Group Inc. MBE 10% Electrical installation for street lights & irrigation System
Cornerstone Construction Services Inc. WBE 10% Hardscape / Concrete construction

Recommended Action:

Approval of the Advisory Committee's ranking with authorization for the Chief Procurement Officer to negotiate and execute a contract with the Proposers in ranked order, as identified above, until the successful execution of a contract.   The final contract will be subject to review and approval by the City Attorney's Office.
