Summary:

A Request for Proposals was issued on March 10, 2014, for Construction Manager at Risk for Marks Street / Pasadena Place Utility Projects 6418 and 6390. Five (5) proposals were received and reviewed by an Advisory Committee (Committee) comprised of the following individuals:

Ron Proulx, Construction Manager (Chair)

2.

Vic Godlewski, Wastewater Division Manager

3.

Chuck Shultz, Wastewater Division Assistant Manager

4.

Byron Raysor, MBE Compliance Investigator

5.

Steve Lockington, OUC Manager, Water Engineering

Based on the information presented in the proposals and the evaluation criteria set forth in the solicitation, the firms were ranked by the Committee in the following order:

1.

Garney Companies, Inc.

2.

Gibbs & Register, Inc.

3.

PCL Construction Services, Inc.

4.

Pospiech Contracting, Inc.

5.

CE James Incorporated

Garney Companies, Inc. has agreed to meet or exceed the City of Orlando's M/WBE participation goals of 18% Minority Business Enterprise and 6% Women Business Enterprise and has proposed to utilize the following M/WBE and VBE firms:

1.

Asphalt, Concrete Restoration

2.

Winter Garden Grassing

WBE

Seed/Sod Restoration

3.

Sean & Son Excavating, Inc.

Excavting

 

Fiscal & Efficiency Data:

The ranking of the proposals has no fiscal impact.


Recommended Action:

Approval of the Advisory Committee's ranking and authorization for City staff to proceed with negotiations with the top ranked firm, Garney Companies, Inc. Should negotiations with the top ranked firm prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached.
