Summary:

A Request for Proposal (RFP) was issued on January 6, 2014, to select a qualified firm to provide Design Build Services for the Orlando Police Department Headquarters. Seven (7) proposals were received and reviewed by an Advisory Committee (Committee) comprised of the following individuals:

Thomas Connery, Division Manager, CIP Public Works

Nathaniel Boyd, Energy Project Manager, Facility Management Division

Eric Clapsaddle, Police Officer

Susan Manney, Police Captain, Police Department Administration

Byron Raysor, Minority and Women Owned Business Enterprise Office

Based on the information presented in the Proposals and the evaluation criteria set forth in the RFP, the firms were ranked by the Committee in the following order for short-listing:

The three (3) top ranked firms conducted presentations to the Committee and based on the evaluation criteria set forth in the RFP, the shortlisted firms were ranked in the following final order:

Recommended Action:

Approval of the ranking established by the Advisory Committee and approval and authorization for the Chief Procurement Officer to negotiate and execute a contract with the top ranked firm, H.J. High Construction, as indicated above. If negotiations are not successful with the top ranked firm, approval and authorization for the Chief Procurement Officer to negotiate with the remaining firms in ranked order and execute a contract as indicated above, with the highest ranked firm with whom agreement is reached. The final negotiated agreement will be subject to review and approval by the City Attorney’s Office.
