A Resolution by the City Council of the City of Orlando, Florida, Authorizing the City Council to call for a Referendum Pursuant to Section 5 of Ordinance Number 2014-6; and Providing for an Effective Date (DSNID Referendum)(Economic Development).
Summary:
This resolution calls for a referendum to be conducted by the City Clerk regarding a potential Ad Valorem tax of up to two mils for 15 years voted upon by the property owners of the Downtown South Neighborhood Improvement District.  A separate hearing and second reading of a related ordinance, Number 2014-6, is on today's agenda.
 
The following are pertinent dates that relate to this resolution and the related ordinance regarding the conduct of the referendum: 
  • March 11, 2014.  Clerk certifies resolution and compiles a list of property owners.
  • March 26, 2014.  Clerk mails property owners the provision of the proposed referendum, dates of a mail-in referendum, and method to correct registration of property owners.
  • April 20, 2014. Property owner list corrections closes on this date.
  • May 5, 2014. Clerk mails ballots to property owners.
  • May 20, 2014. All ballots must be received by this date.
  • May 25, 2014. Last day for clerk to certify the results of the referendum.
  • June 2014. If referendum is approved, the County Assessor sends out taxing notices of the potential Ad Valorem tax for 2015.

Recommended Action:
Approval of the attached resolution and authorize the Mayor and City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon final review by the City Attorney. Also authorizing the Mayor to issue a proclamation calling for the referendum pursuant to Section 5 of Ordinance Number 2014-6.
