Summary:
On February 25th, 2013, the City approved a Memorandum of Understanding establishing a Consortium made up of the City of Orlando; Orange County, Florida; the Greater Orlando Aviation Authority; and the Orange County School Board (“Consortium”). A Request for Proposal (RFP Y-13-606) for a Multi-Jurisdictional Disparity Study Consulting Services was issued on behalf of the Consortium by Orange County, as the lead procurement agency with responsibility for the issuance of the solicitation, negotiations and contract award. On September 9, 2013, the Consortium received proposals from three entities:

MGT of America, Inc.

BBC Research & Consulting
·
Mason Tillman Associated, Ltd.
All three Proposers were shortlisted. On November 12, 2013, the Consortium conducted interviews of the three Proposers. MGT of America, Inc., received the highest weighted score and is recommended for approval as the Consortium’s Multi-Jurisdictional Disparity Study Consultant.

Recommended Action:
Approval of the ranking, as set forth above, for RFP Y13-606 (Multi-Jurisdictional Disparity Study Consulting Services) and authorize the Chief Procurement Officer to execute the negotiated contract, subject to review and approval of the City Attorney’s Office.
