Summary:
Attached is the 2013 Annual Report for the City of Orlando's participation in the State of Florida's Local Government Comprehensive Planning Certification Program. Under the terms of the Certification Program Agreement between the City of Orlando and the Florida Department of Economic Opportunity (former Florida Department of Community Affairs (DCA)), most of the City's Growth Management Plan amendments are exempt from state and regional review. In return, the City is required to submit an Annual Report indicating progress made in satisfying the terms of the Certification Program Agreement. Prior to submitting the Annual Report, the City is required to hold a public hearing to obtain public input concerning the City's progress in satisfying the terms of the Certification Program Agreement. This hearing is being held to fulfill the public hearing requirement.
The Certification Program was created to give responsible local governments an opportunity to implement their comprehensive plans with less state and regional oversight. The City of Orlando's ten year Certification Program Agreement expires in May of this year, therefore this is the last annual report. The City is not eligible to adopt a new agreement with the State because a joint planning agreement (JPA) with Orange County is a required pre-requisite. The City’s JPA expired in 2006 and was not renewed. Instead, City staff is proposing to amend the Growth Management Plan to add a policy recommending that the City continue tracking the indicators in this annual report (see item C-17 on the January 27, 2014 agenda).
The 2013 Annual Report provides indicators of growth in the City during the past year, including the following:

Annexed 1,501 acres.

Population increased by approximately 10,447 people.

Added approximately 1,573 jobs (estimate based on commercial buildings constructed).

Median sales price for homes increased from $129,000 to $148,000 (the median sales price was $150,946 in 2004 and reached a peak of $248,000 in 2007).

Median income for family of four increased to $58,500 (the median income for a family of four in 2004 was $52,700).
The City's Annual Report must be submitted to DEO within 45 days of the end of each calendar year (by February 15, 2014).
