Summary:
The attached ordinance will amend the Wesco Square Planned Development (PD). The vacant property is located at the northwest corner of Millenia Blvd. and S. John Young Pkwy. The applicant is Thomas Daly, President, Daly Design Group, Inc., for Robert White, Jr., Trustee, Wesco Land Trust.
The PD amendment proposes a public elementary school and a 342-unit multi-family apartment complex, in addition to existing allowed uses consistent with the underlying Neighborhood Activity Center/Resource Protection, Office Low Intensity and Office Low Intensity/Resource Protection future land use designations
. The Wesco Square PD was initially adopted in 2003 with a proposed development program of not more than 130,680 sq. ft. of commercial space and up to 435,600 sq. ft. of office space on a 34.1-acre property. The current owner acquired the property in March 2013.
In addition to a new development plan, the PD amendment will also allow potential office (if the elementary school does not materialize) and apartment buildings to be 6 stories/75 ft. in height, without requiring a Conditional Use Permit (CUP). A Master Plan for the proposed apartment complex has already been reviewed and approved by the Municipal Planning Board (MPB) and City Council, pending approval of the Wesco Square PD amendment.
The Municipal Planning Board recommended approval of the PD amendment on October 15, 2013, and the City Council subsequently approved those MPB minutes on November 25, 2013. The City Council approved Ord. No. 2013-82 on first reading on Monday Jan. 27, 2014.
